In Portugal everyone needs a Fiscal Number. This fiscal number can be obtained at any local tax revenue office (Financas). However, a non-resident person also has to compulsorily appoint a Fiscal Representative in order to obtain the fiscal number.

The fiscal representative is any resident entity, company or individual, that will assume this responsibility on behalf of the person they represent and ensure that all the fiscal obligations in Portugal are fulfilled. All the correspondence from the Portuguese Revenue Office will be sent to the fiscal representative’s address.
